Vote purpose Provide quality basic education for all, and lead the establishment and development of a South African schooling system for the 21st century. Vote mandate The mandate of the Department of Basic Education is to monitor the standards of the provision, delivery and performance of education annually or at other specified intervals across South Africa, with the objective of assessing compliance with the provisions of the Constitution and national education policy. The department derives its mandate from the:
  • National Education Policy Act (1996), which inscribes into law the policies and legislative and monitoring responsibilities of the Minister of Basic Education, and formal relations between national and provincial authorities
  • South African Schools Act (1996), which promotes access to education, supports quality and democratic governance in the schooling system, and makes schooling compulsory for children aged 7 to 15 to ensure that all learners have access to quality education without discrimination
  • Employment of Educators Act (1998), which regulates the professional, moral and ethical responsibilities of educators, and the competency requirements for teachers.

Planned compared to historical expenditure

Budgeted and actual expenditure/allocations for a department can increase or decrease from year to year. Changes in expenditure for a department can be because of changes in the activities of the department, because of changes in priorities between departments, because of cost efficiencies or because of increases in the price of goods and services due to inflation.

The chart shows the department’s actual expenditure for past years, and budgeted expenditure for the current year and the upcoming three years of the medium-term expenditure framework (MTEF).
